Lisa K. Bates

Assistant Professor of Urban and Regional Planning

Professor Bates’ interests lie in the connection between housing and neighborhoods, with a focus on the opportunities of low-income residents and people of color. Her research has examined the measurement of neighborhood quality, the relationship between house prices and neighborhood change, and the choices and constraints for low-income families seeking housing and neighborhoods. This research argues for the importance of the affordable housing infrastructure to both individual and community well-being. She has recently completed her dissertation examining Philadelphia’s neighborhood revitalization planning, a work that suggests planners should consider the structure of housing submarkets to improve policy formulation and avoid unintended market responses to policy.

Professor Bates teaches Housing and Urban Policy Planning (UP 473), which reviews current policy and considers the problem of affordable housing through frameworks of economics, politics, and ethics. Her teaching experience also includes affordable housing development and finance and research design and quantitative methods.
