Clyde William Forrest, FAICP, Professor Emeritus in the Department of Urban and Regional Planning at the University of Illinois at Urbana - Champaign, died Tuesday, June 18 at 9:45 p.m. at his home in Urbana, surrounded by his loving family.  He was 78. 

Professor Forrest received a B.A. in History and Political Science, and a Juris Doctorate from the University of Tulsa.  He began his career as a Lecturer in Planning Law at the University of Tulsa in 1963.  In 1965, he became Associate Director of the Model Cities Project at the University of Oklahoma-Tulsa.  His thirty-six year career at the University of Illinois at Urbana-Champaign began in 1967, when he joined the Bureau of Planning Research, then became a member of the faculty of the Department of Urban and Regional Planning the following year.  Alumni of the Master of Urban Planning program will especially remember Professor Forrest through his Law and Planning Implementation course, a required class which he taught in law school form with required case briefs.  His rich voice resonated as the voice of planning law authority, instilling fear into an occasionally unprepared student.  Professor Forrest also taught Planning Negotiation, and Environmental Law and Policy.  His departmental service included serving as Associate Head from 1988 - 2001; coordinator of the BAUP program beginning in 1996; Director of Continuing Education beginning in 1999; and coordinator of the Study Abroad program to the University of Sheffield.  Professor Forrest also started the joint MUP/JD program at Illinois.

In addition to his academic career, Professor Forrest’s community and professional involvements were inspiring to students and fellow faculty members.  He served on the Governing Board of the Illinois Chapter of the American Planning Association from 1971 - 1997; chaired the Natural Resources and Energy Division of the APA from 1999 - 2002; and was Vice Chair of the Divisions Council of APA from 2000 - 2002.   His community participation included everything from scoutmaster and Rotary International, to serving as President of the Champaign Izaak Walton League of America and as a board member of the Cunningham Children’s Home in Urbana.

In his induction into the College of Fellows of the American Institute of Certified Planners in 2004, his nomination stated, “Professor Forrest, planner-lawyer, exemplifies devotion to planning by building bridges between academia and our many planning constituencies.”  The AICP had also recognized Professor Forrest’s work through awards for dedicated service as the Professional Development Officer for APA from 1982 - 1996 and as an Outstanding Faculty Liaison in 1990 - 91.   Professor Ken Reardon, who served on the Illinois faculty from 1990 - 2000, recalls Professor Forrest as “a terrific soul who cared about the planet and what we could do to preserve it.”  Students over his thirty-six year tenure remember him fondly for his passionate interest in planning and the environment, and his outstanding teaching.
