Elizabeth “Libby” Tyler, Ph.D., FAICP, is the Community Development Services Director for the City of Urbana, Illinois, a position which she has held since 2001. Urbana's Community Development Services Department encompasses economic development, planning and zoning, building safety, and affordable housing/grants programs. Libby has 30 years of experience as a city planner, practicing in Colorado, California, and Illinois for a number of government agencies and private consulting firms. She holds a Bachelor’s degree in Environmental Conservation from the University of Colorado, a Master’s degree in Environmental Planning from the University of California at Berkeley, and a Ph.D. in Regional Planning from the University of Illinois at Urbana-Champaign. Her dissertation research focused on the development of an environmental values typology based upon a number of public narratives. Her planning research and professional interests include policy development, town-gown planning, sustainability, and public involvement. Libby was recently recognized as a “Fellow” of the American Institute of Certified Planners and is the first female planner in the State of Illinois to achieve this distinction. She is the Chair of the Planning and Women Division of the American Planning Association.
